Fermi: changes in the LoadLeveler configuration

Dear Users,
due to the need to favour the large-size jobs on Fermi, we implemented small modifications to the scheduler configuration. Jobs in the debug and longdebug classes will most likely experience longer queueing times.
According to the resulting machine occupation, a finer tuning of the configuration might be put in place in the following days.
