Bologna Digital Twin

Bologna is one of the pioneering cities at national and international level in the development of a Digital Twin of Bologna , that is, a digital copy of the city which, through the collection and real-time analysis of data, allows us to analyse how the city behaves – energy consumption, mobility and means of transport, weather conditions, services, etc. – in order to understand how to improve it .

The Digital Twin project was launched in 2023 and is being developed by a public consortium composed of: the Municipality of Bologna (strategic coordinator), the Bruno Kessler Foundation (technical coordinator and project manager), the University of Bologna (scientific manager), Cineca (technology manager), and the IU Rusconi Ghigi Foundation (community manager).

Bologna’s Digital Twin is part of the broader City of Knowledge project , the Municipality’s strategy that places science and knowledge at its core as the foundational elements for the city’s growth, in line with other strategic projects of the Administration such as Bologna Climate Mission, Bologna Verde, Bologna Città 30, etc.

The goal is to develop a new digital infrastructure capable of answering all the relevant questions about the functioning and evolution of the city and capable of performing analyses, forecasts, and simulations, supporting decision-making processes, bringing about concrete changes, and attempting to address the major environmental, economic, and social challenges of our time, thus generating public value.

In particular, through the Digital Twin it will be possible to:

  • visualize and analyze city data to better respond to citizens’ needs;
  • anticipate urban developments, emerging risks, and external events by building hypothetical scenarios and simulating their evolution over time to evaluate their impacts and solutions;
  • optimize the effectiveness of services and the impact of the Administration’s actions, through their continuous review based on data;
  • activate knowledge processes that can generate new economies and hospitality to improve territorial governance;
  • support decisions and their translation into actions to address environmental, economic and social challenges ;
  • involve the city’s various stakeholders in co-design processes .

The project guarantees respect for digital citizenship rights, transparency, fairness, neutrality, and the protection of personal data and information.
